Joshua Glasser joined SilverLining as Senior Director for International Strategy in January 2026. He previously served for 12 years in several roles as a civil servant at the White House and the U.S. Department of State.

During his time in government, Josh developed and executed innovative initiatives related to health and the global environment, including in the Arctic region, the Pacific Islands, Southeast Asia, the Middle East, sub-Saharan Africa, and India, as well as through multilateral organizations and public-private partnerships. He has also worked as a consultant and advisor to organizations including the World Meteorological Organization, the UN Secretariat for Disaster Risk Reduction, the Center for Strategic and International Studies, and the Asian Development Bank.

Josh graduated from the University of North Carolina at Chapel Hill with a degree in political science and public policy analysis. He holds a Master of Science in Global Health and Population from the Harvard T.H. Chan School of Public Health. He has also studied as a Fulbright Scholar in Vietnam (2007-2008). His work has been recognized through Superior Honor and Meritorious Honor Awards from the U.S. Department of State, as well as a Director’s Award from the U.S. National Institute of Mental Health.
